A diagnostic assessment of Lagos’s two principal ports — identifying the critical barriers holding back Nigeria’s most strategically vital freight gateways.

Commissioned by Nigeria’s Federal Ministry of Transportation, Team Group carried out a preliminary assessment of Apapa Port and Tin Can Island Port in Lagos — two facilities that together handle the vast majority of Nigeria’s containerised imports.

The assessment examined the principal factors affecting port infrastructure quality and operational performance, combining stakeholder interviews with end users, detailed site surveys of both ports, and technical analysis of logistic processes. The findings identified key criticalities and proposed a set of prioritised improvement interventions to establish a short and medium-term roadmap towards restoring the two ports to a central role in Nigeria’s national and international trade network.
