A national railway strategy for Ghana — defining the rehabilitation, expansion and financing of an entire rail network from the ground up.

Commissioned by the Ghana Railway Development Authority, Team Group developed the national Railway Master Plan for Ghana, establishing a comprehensive long-term strategy for the country’s rail network. The assignment covered the full spectrum of railway planning: rehabilitation of existing Western, Eastern and Central railway infrastructure including suburban lines; phased construction of new standard gauge lines across the nation and in regional capitals; rolling stock recommendations covering locomotives, wagons and coaches; signalling, telecommunications and station infrastructure specifications; and intermodal integration with national priority projects.

The plan also defined a complete investment and financial programme, examining demand forecasts, revenue projections, and the financial, social and economic viability of interventions — while establishing transport policies to facilitate the transfer of freight and passengers from road to rail.
